Understanding accountability: international investigation on outlook crime

The historic resolution unanimously passed by the Northern Provincial Council on Tuesday has demanded urgent international investigation on the historically continued genocide against Eezham Tamils in the island. Presenting the resolution, the NPC Chief Minister, Justice Wigneswaran was elucidating on the deception and genocide carried out for decades by successive governments of Colombo. He observed that such an investigation would make Sinhala people to see the truth and would help getting justice. Equally important or more important is an international investigation on the adamant ‘outlook crime’ of certain powers that fundamentally contributed to the genocide, especially in the recent decades. The former investigation alone will not bring in justice without the latter and change in the ‘Sri Lanka’ outlook of the concerned powers.
While the former investigation would tell the truth to Sinhala people, the latter would tell the truth to the world, and while the former may help the island, the latter would help the island as well as the world.

Wigneswaran should be commended for his timely revelation on the designs of the USA at Geneva.

However, the British Minister of State for Foreign Affairs visiting Jaffna last month said that there was no change in British position on proceeding with Geneva-based war crimes investigations. But, there are also other stakeholders behind the Geneva discourse.

Who are the ‘other stakeholders’ to whom the British minister was passing the baby needs perusal. There was no change in the British outlook for the ‘unitary Sri Lanka’ they created, should also be noted.

Writing in The Hindu last month, former Commander of the IPKF, General Ashok Mehta was more concerned about India “consolidating post-election gains in Sri Lanka,” than anything else.

Envisaging “new power centres around Ms. Kumaratunga, Mr. Wikremasighe and Mr Sirisena,” Ashok Mehta was expecting Colombo to do away with China connections. On accountability, the former commander, whose IPKF was accused of crimes against Tamil civilians quarter a century ago, didn’t favour international investigations on the recent SL crimes, but New Delhi cooperating with Colombo in investigating ‘war excesses’ preferably with the help of the UN.

“India should provide enough time and space for the two sides to work on the devolution of powers,” was the vision of the former IPKF commander, writing in The Hindu.

Had the crimes of the IPKF and the outlook crime of the Rajiv government been internationally investigated or even nationally investigated in India at that time itself, many of the subsequent tragedies and India for the first time earning the sin of daring a genocide outside, could have been averted.

This is why setting the perspectives of any international investigation to go to the fundamentals of the ‘outlook crime’ of powers gains importance.

Humanity should be given with the opportunity to judge that to what extent the outlook committing genocide to save a State for the vested interests of some Establishments could be defended against the outlook of a people seeking liberation for self defence against genocide.

The Permanent People’s Tribunal (PPT) has started with it, but there is still the lacuna on investigating New Delhi.

So far it is only Norway that has conducted an investigation on the role it played.

Regimes have changed in the countries of the primary actors, but none has ventured to investigate the outlook crime or active crime of its predecessor, because the fundamental outlook has not changed.

The Obama administration has not investigated the accountability of the Bush administration in designing the genocidal war, when the Eezham Tamils were always known for looking upon the USA. The BJP regime has not investigated the role played by Sonia Congress and its two ‘National Security’ Advisors. The UK Conservatives have not investigated the Liberals, who during the war were more worried about ‘Sri Lanka blighted’ than the genocide of Tamils. When such is the case, how to expect a genuine investigation with just another regime change in Colombo?

It is futile to talk about China, as it is not in the game of ‘morally’ convincing the world on its imperialist greed, and reserving the consequences for future China to face. Already it might have learnt in the case of the island that money and regime connections alone will not work.

But, how the array of some other countries, which hitherto was citing the initiation coming from the USA for not supporting the investigation on the island, is going to behave in Geneva this time, is a matter of great interest.

In an appealing statement, the NPC Chief Minister elucidating on the long catalogue of deceptions faced by Eezham Tamils, has said that in the twilight of his life he has come out with such a resolution, vesting the responsibility of its implementation with the younger generation. The statement and the resolution have to be understood in their larger perspectives in facing and challenging all kinds of deceptions coming from all quarters.
